How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher? And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things! But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report? So then faith cometh by hearing, and hearing by the word of God. But I say, Have they not heard? Yes verily, their sound went into all the earth, and their words unto the ends of the world. But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you. But Esaias is very bold, and saith, I was found of them that sought me not; I was made manifest unto them that asked not after me. But to Israel he saith, All day long I have stretched forth my hands unto a disobedient and gainsaying people. (Romans 10:14-21 [KJV])

(Romans 10:14-15 [KJV]) How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher? And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things! 

And how shall they preach, except they be sent?

We are given examples in scripture of what “sent” looks like. 
    • (Acts 13:1-3 [KJV]) Now there were in the church that was at Antioch certain prophets and teachers; as Barnabas, and Simeon that was called Niger, and Lucius of Cyrene, and Manaen, which had been brought up with Herod the tetrarch, and Saul. As they ministered to the Lord, and fasted, the Holy Ghost said, Separate me Barnabas and Saul for the work whereunto I have called them. And when they had fasted and prayed, and laid their hands on them, they sent them away.
It’s easy to look at this and say, it was going the way Saul wanted anyway so he subjected himself and his calling to the Elders. I fight this attitude within myself, but this was not what was in Saul’s heart. How do I know?
    • (Galatians 2:1-2 [KJV]) Then fourteen years after I went up again to Jerusalem with Barnabas, and took Titus with me also. And I went up by revelation, and communicated unto them that gospel which I preach among the Gentiles, but privately to them which were of reputation, lest by any means I should run, or had run, in vain.

Saul put himself under subjection and took his gospel to Jerusalem to make sure the Elders in Jerusalem would accept it! Saul, the former rabbi subjecting himself to the Elders to make sure he hadn’t run in vain!

Now let’s look at the flip-side of this argument;

(Acts 19:13-17 [KJV]) Then certain of the vagabond Jews, exorcists, took upon them to call over them which had evil spirits the name of the Lord Jesus, saying, We adjure you by Jesus whom Paul preacheth. And there were seven sons of one Sceva, a Jew, and chief of the priests, which did so. And the evil spirit answered and said, Jesus I know, and Paul I know; but who are ye? And the man in whom the evil spirit was leaped on them, and overcame them, and prevailed against them, so that they fled out of that house naked and wounded. And this was known to all the Jews and Greeks also dwelling at Ephesus; and fear fell on them all, and the name of the Lord Jesus was magnified. 

There is a church with power, and there is a church without power. I’m not saying all independent people are without power, but I am saying life is so easier when you have fellow ministers to come along beside you and encourage you. The sons of Sceva could easily claim to be sent of God, but the example of the church is the laying on of hand by the elders to the work God has called you to.

(Romans 10:16 [KJV]) But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report

Israel had the Word of God, actually let’s use scripture and put it this way; (Romans 3:1-3 [KJV]) What advantage then hath the Jew? or what profit is there of circumcision? Much every way: chiefly, because that unto them were committed the oracles of God. For what if some did not believe? shall their unbelief make the faith of God without effect?
But it’s what they did with that Word;
(Hebrews 3:15-19 [KJV]) While it is said, To day if ye will hear his voice, harden not your hearts, as in the provocation. For some, when they had heard, did provoke: howbeit not all that came out of Egypt by Moses. But with whom was he grieved forty years? was it not with them that had sinned, whose carcases fell in the wilderness? And to whom sware he that they should not enter into his rest, but to them that believed not? So we see that they could not enter in because of unbelief. 

(Romans 10:17 [KJV]) So then faith cometh by hearing, and hearing by the word of God but not everyone is going to have the faith to believe.  Israel being prime example. They saw His works but they entered not into His rest because of unbelief.

(Romans 10:18-21 [KJV]) But I say, Have they not heard? Yes verily, their sound went into all the earth, and their words unto the ends of the world. But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you. But Esaias is very bold, and saith, I was found of them that sought me not; I was made manifest unto them that asked not after me. But to Israel he saith, All day long I have stretched forth my hands unto a disobedient and gainsaying people. 

We are finishing up this chapter as the apostle Paul is setting the table for us in Chapter 11. 

Chapter 11 rehashes part of chapter 10, but it also deals with our being grafted in to the root of Israel and by default becoming the seed of Abraham through the Messiah.
